I was not talking about this mod though, but of dlc tweaks working through subscribtion. If you copy any of the main dlc truck xmls (like for example the file chevy_apache.xml) into any mod, they become available (although shop-pictures are missing). It is just locked, but easy to unlock, at least all vehicles (believe me I have tried).
If you have latest version of the game everything is installed - always. That is were your assumption is wrong, there are never any pak files missing as there is only one pak for all meshes, one for all textures, one for all xmls and so forth.
